César Valente, a dangerous agitator, returns from exile from the Baltic Sea to unleash the insurrection on May 28 in the tenth year of the National Revolution. The police merely watch, letting it act freely until they discover all the details of the conspiracy and their accomplices. The knowledge of a beautiful girl, Maria Clara, and the realization of the social and economic transformations that have taken place in the country during her absence, finally provoke, in César Valente, the miracle of the evidence.
